The study included market analysis to identify constraints, parameters and service area, and an analysis of existing operations and program/services. Stakeholder meetings and determination of user groups and potential participation levels were conducted as well as program development. The operations analysis included fee structure, sound sources of income, cost projections and cost recovery levels. Projections for profitability of components were also completed in this study.
