B*K developed an operations plan for a planned new aquatic center for the City of Draper. This plan used the pre-existing fee structure for Draper. The line item budget included full-time and part-time staffing, contractual obligations and commodities. The budget also included revenue projections for pass holders, admissions, aquatic programs and non-aquatic programs.
