The City of East Grand Forks was prepared to move forward with investing significant capital dollars in the repair and renovation of their existing center. In a last minute change, the City tabled the idea of renovation and repair and wanted to explore the idea of developing a new facility as the capital dollars associated with replacement/repair were similar to a new facility.

To that end, the City of East Grand Forks engaged B*K to complete a comprehensive feasibility study for the development of a new aquatic center. The scope of services that B*K was responsible for included; the review of existing information about the facility and use numbers, completion of a comprehensive market analysis, public engagement about the concept of a new facility, and the development of an operations plan based upon architectural design.
