Ballard*King was hired by the City of Papillion to conduct a market analysis and feasibility study for a new community recreation facility. B*K conducted extensive stakeholder meetings to determine community interest in the project and to help determine what components to include in the facility. From this process, a preliminary program statement was developed to facilitate the feasibility and cost estimate of the project. B*K was contracted for a follow-up study at the direction of a newly elected mayor to refine the program and update the feasibility portion of the study to reflect an enterprise plan that was cost neutral to the City. The components selected for the second phase of this project were driven by the potential revenue.
Ballard*King’s scope of services for the recreation center study included the following: citizen participation, programming, market analysis, and operations analysis.
